Roth TSP to Roth IRA

Q. I am a 62-year-old government employee and will have had a Roth TSP opened for five years by 2018. I plan on doing a rollover to a Roth IRA after I retire from government. Does the five-year window restart for tax-free withdrawals after the money has been transferred from the Roth TSP to the Roth IRA?

A. From page 5 of the TSP notice at https://www.tsp.gov/PDF/formspubs/tsp-536.pdf:

“If you do a transfer or rollover to a Roth IRA, your Roth IRA (or all of your Roth IRAs, if you have more than one) will determine whether you have satisfied the 5-year rule (counting from January 1 of the year for which your first contribution was made to any of your Roth IRAs).”
