Q. I am CSRS and will be retiring next year. I will be making a contribution (after-tax) to the Voluntary Contributions Program before retiring. I have an existing Roth IRA (after-tax), reflecting contributions I have made over the years. I do not have a traditional IRA (pretax). I do, however, have money in the Thrift Savings Plan (pretax). I plan on converting the VCP contributions (after-tax) to my Roth IRA (after-tax) at retirement. Any interest earned (pretax) in the VCP will be transferred to the TSP at retirement. After doing some research on this and reading IRS Pub 590, it…

Q. My husband retired from 36 years of federal service on June 2.  He is in CSRS. We hope he will begin receiving his check within a month or two. Given that he retired halfway through the year, and given that his initial checks will be only 60 percent to 70 percent of what is due, we anticipate that he could get the money owed for those first months in a lump sum in the next tax year. This could be a sizable sum and could have significant tax consequences. It also makes it hard to plan for the correct amount…

Q. I retired under the provisions provided for federal law enforcement officers at age 52 (I’m now 58) under CSRS and am confused concerning under what circumstances and when I can withdrawal my entire Thrift Savings Plan balance without paying a 10 percent tax penalty. It’s my understanding, after reviewing the information in the TSP book, that after age 55, you can begin making withdrawals from your TSP either as a monthly paid annuity based on life expectancy or monthly installment payments but that the 10 percent penalty will apply if I withdraw the balance lump sum if done before…

Q. I am a 55-year-old Veterans Affairs Department firefighter covered under CSRS with 35 years of service. I am planning on retirement next year. What are my options with my Thrift Savings Plan account when I retire? Can I withdraw funds for college without a penalty? Can I withdraw funds and transfer into a new IRA without penalty? Do I only have one time to decide what to do with these funds once I retire — withdraw all and reinvest or take a monthly annuity? A. Since you are retiring during or after the calendar year in which you reached…

Q. I have been a retired CSRS employee for more than two years and understand that I can transfer my traditional IRA to the Thrift Savings Plan, where the expenses are much lower. Some portion of my traditional IRA contributions in my early career years was tax-deductible. How would that be treated when I move the funds to the TSP and eventually start withdrawals? Or do you recommend I transfer the traditional IRA to TSP since some of my funds are tax-deductible? A. I think you mean that your IRA contains money that has already been taxed. That is, contributions that were…

Q. With regard to a Thrift Savings Plan loan, it’s my understanding that the funds borrowed are from my account (money I previously paid into my TSP account). Since I’m CSRS and the government doesn’t match any of my deposits, does the interest that I’d pay actually get paid back into my account? If not, why would I ever want to borrow my money, and then pay the interest back to some other entity? However, if the interest was paid back to my account, then I’d see no reason to not take out a loan. Furthermore, I’d see no reason to…

Q. Do lump-sum Thrift Savings Plan withdrawals (either partial or full) that are made after retiring from FERS or CSRS count as wages for the Social Security earnings test? I found lots and lots of stuff saying TSP does not count as wages, but then also found something on the Social Security website that reads, “a Federal thrift Savings fund is treated as a trust in section 401(a) of the IRC. Therefore, employer contributions to your TSP are not wages, however your elective contributions to the fund are wages.” A. What you’ve read is saying that your TSP payroll deferrals…

Q. I am a CSRS employee who is considering retirement in 2013. I have a Voluntary Contributions account and also contribute to the regular Thrift Savings Plan. If I open a new Roth TSP account, would I be able to roll over my Voluntary Contributions account into the Roth TSP at retirement? A. [The following is a corrected and updated response to the question.] No. The Internal Revenue Code permits designated Roth accounts to accept transfers or rollovers only from another designated Roth account. Roth TSP balances are designated Roth accounts (or are treated like designated Roth accounts). The VCP is…

Q. I am planning to retire in December 2013 with 41 years of government service. I am covered by CSRS and have been participating in the Thrift Savings Plan. I have several small IRAs for which I am charged $40 a year. I was going to switch this money over to a building and loan association that advertises it does not charge an annual fee. Would I be better to put these funds in my TSP? Would that result in a taxable event? A. Generally, the TSP should be your first choice for retirement investment. Transferring your IRA accounts to your…

Q. I retired as a CSRS employee after 31 years of service. I will be 70½ in June and, as I understand, I will have to begin taking out from my Thrift Savings Plan account then. If I am reading the information correctly, I have until April 2013 to do this. If so, when is the deadline for me to send in my request for withdrawals? Also, I have checked the TSP forms on the website but could not determine the appropriate one to use. I am planning to take out my TSP savings in monthly withdrawals. A. Your first required…
