Q. I have a rollover IRA with Fidelity with approximately $75,000 at current market rates. I am wondering if it is better to transfer this money to my Thrift Savings Plan or leave it where it is? I have eight years until I retire at age 66. What do you recommend? A. Since the TSP offers expected investment performance superior to what you’ll find anywhere else, I recommend that you transfer as much of your portfolio as possible into the TSP and keep it there for as long as possible.

Q. I am 59 years old and will have 38 years civil service (FERS) in October. I hope to work until age 62. We went to a financial adviser when my husband retired two years ago, and he invested his 403 in an insurance fund and another fund recommended by this adviser. It has earned around 5 percent. The adviser now wants me to withdraw most of my Thrift Savings Plan at 59½ and invest with him. I know 5 percent is pretty good, but it will be locked in for several years. He also recommended I purchase whole life instead of…

Q. I have an IRA that guarantees me a 4.50 percent interest rate. I can roll over IRAs anytime. Very little fees if any. It is a variable annuity that I purchased in 1983 that has granted me the fixed income. I am thinking of rolling over my Thrift Savings Plan and only taking the required minimum distribution at the end of each year. I can take out money without any penalty except for taxes. There is also a good death benefit. There are no surrender fees. What are your thoughts? I am already 75 years old. A. The phrases…

Q. I am CSRS and will be retiring next year. I will be making a contribution (after-tax) to the Voluntary Contributions Program before retiring. I have an existing Roth IRA (after-tax), reflecting contributions I have made over the years. I do not have a traditional IRA (pretax). I do, however, have money in the Thrift Savings Plan (pretax). I plan on converting the VCP contributions (after-tax) to my Roth IRA (after-tax) at retirement. Any interest earned (pretax) in the VCP will be transferred to the TSP at retirement. After doing some research on this and reading IRS Pub 590, it…

Q. I am separated from federal service, and I want to roll my Thrift Savings Plan funds over into two or three separate IRAs at one or more brokerage houses. Am I allowed to make two or three partial withdrawals and roll each portion into separate IRAs? Are there time restrictions such as only being permitted to make one such transfer in a 12-month period? A. You are not allowed to take multiple partial withdrawals from your TSP account. You may roll the money over to an IRA and then roll over partial withdrawals from there to additional IRA accounts.

Q. I plan to retire next month at age 62 and withdraw my entire Thrift Savings Plan account. I know that they will withhold 20 percent for federal taxes, but how can I keep from being taxed on that amount as income in the same calendar year? With my current rate of pay, adding some $300,000 to $400,000 in the TSP withdrawal will surely kill me in taxes. A. Assuming that you are determined to withdraw your entire account balance at once (why would you do this?), you can roll over part of your withdrawal to an IRA.

Q. I have received several inquiries about establishing Voluntary Contribution Plan accounts with the Office of Personnel Management, funding the account and then rolling those voluntary contributions into a conventional Roth plan administered in the private sector once the employee has retired. I am a little skeptical about the prudence of this. It appears to me on the outside that this is simply a way of talking people into using the federal government to change the “color of money; read: launder” and then roll it into a Roth where a plan administrator will now make a fee on your hard-earned…

Q. I have an existing Roth account with AmeriFund. The beneficiary to this fund is my daughter. If I roll this over into the Thrift Savings Plan, can I still have my daughter beneficiary and my husband beneficiary of my traditional TSP, since the funds remain in separate pretaxed and nontaxed accounts? A. One beneficiary designation will apply to both the traditional and Roth balances in your TSP account.

Q. I will be retiring June 30. I contributed $100,000 to my Voluntary Contribution Plan account between September 2010 and the present. I plan to roll over the $100,000 to my Roth IRA upon retirement; have the Office of Personnel Management withhold 20 percent for tax on the interest that it earned; then roll over the remainder to the Roth IRA also. Is that doable? A. The accrued interest will be considered a conversion. I believe that is doable, but you should check with your tax preparer to be sure.
