CSRS annuity an asset?

Q. Since there is no law allowing for the sale of a CSRS annuity, it follows that such an annuity has zero cash value in calculating one’s assets. Correct?

A. While the answer to this question really depends upon the purpose of the reporting, and there may be exceptions, a life annuity income stream is not generally considered to be an asset for accounting purposes.
