Q. When I retire in a few years, can I take the balance in my TSP account and transfer it to my IRA without any penalty? If so, what are my options to make a transfer like this?

A. Yes, you may, but you should favor doing it the opposite way: moving your IRA balance into your TSP account. You’ll have lower costs and greater access to the G Fund that way. Both are valuable benefits if your goal is to maximize your lifetime standard of living. You request a full, final rollover from the TSP using Form TSP-70, which is available at www.tsp.gov.
